Supplemental Discipline
The DVHL reserve the right to apply Supplemental Discipline as outlined in USA Hockey Rule 410.
There is no right to appeal a game misconduct because this rule is considered to be part of the referee’s game jurisdiction.
USA Hockey Policy for Progressive Suspensions
- The DVHL supports the officials’ on-ice calls.
- DVHL will adhere to USA Hockey Rule 411 for Progressive Suspensions
- The DVHL will work with USA Hockey to assess appropriate discipline in the situations of a Match Penalty following USA Hockey’s Standardized Discipline Policy – Match Penalties
Game Misconduct Accumulation Policy
The DVHL has implemented a Game Misconduct Accumulation Policy to penalize repeat offenders. The policy applies to players who receive multiple misconducts or more in League games.
- Two game misconduct, the player will receive an additional one (1) game suspension
- Three game misconduct, the player will receive an additional two (2) game suspension.
- Four game misconduct, the player will be suspended until the DVHL commissioner of their age group conducts an official review.
These designated suspensions will be in addition to any other suspensions imposed through the official playing rules.
Video Penalty Review
The DVHL will only review videos submitted by the President of the organization. The organization will be billed $150 per review. Video review requests will be considered for supplemental discipline in cases where a penalty was assessed, but the club believes the penalty was not appropriate. The main video source for review will be LiveBarn. Higher quality videos will also be considered, along with the primary LiveBarn footage, especially when it concerns player safety.
- The league will not use video review for a minor penalty unless it is to change the on-ice call that clearly shows that the penalty was assessed to the wrong player. The inaccurate call to the wrong player added to that player receiving a Game Misconduct for the four-penalty rule 401 (b).
- Video must clearly show that the incorrect player was identified and penalized during the infraction, without any doubt.
- The league will only consider a review if the assessed penalty is a Major/Game Misconduct.
- Video submitted for review by the DVHL will only be accepted/considered if submitted by a Club’s Hockey Director or President. (no individual or parent submissions will be accepted.)
- Upon review by the club and determining that further action is needed, the club’s Hockey Director or President can submit the video with a clear description of the review request.
- The review request should be sent to the appropriate Vice President no later than 72 hours after the incident.
