MAHA Rules and Regulations

Mid-Atlantic Hockey Alliance
Rules and Regulations for Mid-Atlantic Alliance Games Only.
Each individual league will follow its own rules and regulations as they pertain to rosters, player movements, player additions, coach movements, coach additions, and any other league rules and regulations. It is the responsibility of each participating sanctioned league to complete the Mid-Atlantic Hockey Alliance schedule. Any other violations not covered by these rules or the home league’s rules will fall under USA Hockey playing rules.
Article 1: Scheduling of Games
- All scheduled games must be played. If a team fails to show up for a game or does not communicate with the opposing team, they are required to pay for the lost ice time and any other costs associated with the canceled game. All fines will be made from the offending league’s team to their league, and that league will distribute the funds to a non-offending club.
- If the non-offending team prefers to play the game, it may be rescheduled at the convenience of the non-offending team. Monies owed by the offending team may be used to pay for the rescheduled game.
- The FORFEITED games by the offending team must be reported within 72 hours. The league where the game takes place, the commissioner(s), and schedulers from both leagues will make the final ruling when a game is played across alliance games.
- Game rescheduling under extraordinary circumstances, such as inclement weather, is permitted. In the event of inclement weather, each home league must make every attempt to reschedule the game. Postponed games due to inclement weather that are not rescheduled will be allowed.
- The home rink is responsible for the following ice slot times.
- 6U/8U: 60 Minutes
- 10U: Three 15-minute periods stop time 1.25 hours (75 minutes)
- 12U: Three 15-minute periods 1.25-hour (75 minutes) stop time
- 14U: Three 16-minute stop periods 1.5 hour (90 minutes)
- 16U/18U: Three 17-minute stop time 1.5 hour (90 minutes) a warmup time before each game will be 3 minutes
- To be an official game, a MINIMUM of two full periods must be played. Games may be shortened if time runs out of the allotted time slot. No running clock* will be allowed in the shortened period. The officials shall determine the length of the shortened period. Rule of thumb: ½ of the scheduled 3rd period.
- Any game that must be suspended for any reason must be resumed to be considered a complete game. The game shall resume from the point where it was suspended.
- Running Clock:
- 6 goal differentials up to and including 2nd period.
- If the losing team scores so that the goal differential is reduced to 5. Stop time will resume until such time that the differential becomes 6 or more goals.
- If a 10-goal difference is achieved, the game will end.
- Must complete 2 periods. If two periods are not completed, the running clock will remain with any goal differential until the end of the second period, then the game will be completed.
- 6 goal differentials up to and including 2nd period.
- Overtime:
- For all levels (except 10U), if the game is tied after 3 complete periods, there shall be overtime.
- The overtime will be 3v3 for 3 minutes only.
- If after the extra period the game remains tied, it will end this way and both teams will be awarded the appropriate points.
- An attempt to play all games, if only one official is available to officiate the game and both teams are ok to play, then the game will be played and not subject to appeal. One official will collect the money owed for both officials.
Article 2: Penalties & Suspensions
- Players
- Fighting:
- 10U/12U:
- 1st offense: 1 game suspension
- 2nd offense: 3 game suspension
- 3rd offense suspension balance of season
- 14U/16U/18U:
- 1st offense: 2 game suspension
- 2nd offense: 5 game suspension
- 3rd offense suspension for balance of season
- 10U/12U:
- All fighting penalties that are received in a MAHA game must be served in a MAHA game
- The offending player(s) league commissioner(s) may add supplemental game(s) to any fighting misconduct, major penalty(s) or as seen applicable.
- Any MATCH penalty occurring in a Mid-Atlantic Hockey Alliance game, the home league commissioner(s) will determine suspension according to USA Hockey MATCH Discipline Policy
- Progressive U.S.A. Hockey penalties will run concurrently with all other penalties.
- Fighting:
All leagues will share a central suspension list and will be updated weekly. A report will be made available to each club’s representative on the email distribution list weekly.
Article 3: Ineligible Player(s)
- Any team(s) found to be playing an ineligible player in a Mid-Atlantic Hockey Alliance game will forfeit that game and any other game the ineligible player(s) have played in.
- Any coach who has an ineligible player(s) on the roster or plays in any MAHA game will be suspended for 3 Mid-Atlantic Hockey Alliance games, and will be subjected to home league suspensions and fines.
- All ineligible player(s) suspensions will be recorded and handled by the home leagues commissioner(s).
- All player movements and additions must have all the forms submitted prior to the game being played or their home league commissioner’s approval.
Article 4: Reporting
- It is the responsibility of the offending team’s manager or coaching staff to file the appropriate game misconduct form(s) for proper tracking.
- All player movements, additions, and deletions must have been filled out and submitted the appropriate form. It is also the responsibility of the team manager or coaches to notify the district registrar of the move so the player can be added to the team’s USA Hockey roster.
Article 5: Consequences
- Any team(s) that does not complete the Mid-Atlantic Hockey Alliance schedule may be considered to forfeit any District League Tournaments and USA Hockey Nationals.
- Fines: NJYHL teams that do not submit forms will be subjected to the NJYHL fine schedule, and the DVHL teams will be subjected to the DVHL fine schedule and payable to their league.
Article 6: Scoring
- All MAHA games will be scored in GameSheet:
- 4 points for a win in regulation
- 3 points for an overtime win
- 2 points for a tie
- 1 point for an overtime loss

Mid-Atlantic Hockey Alliance – Game Misconduct Matrix
Fighting (MAHA) 14AA, 16AA and 18AA
14AA, 16AA, and 18AA, the 1st offense carries a 2 league-game suspension.
If the first game is a Non-MAHA game, the player must sit and report the game served to satisfy USA Hockey.
If the next game is an MAHA game, sitting out this game will satisfy both 1 game of the suspension and USA Hockey.
If the second game is a Non-MAHA game, the player may play
In the next MAHA game, the player must sit out this game to satisfy their second game served and fill out a game served form.
2nd offense carries a 5-game suspension.
If the first game is a Non-MAHA game, the player must sit and report the game served to satisfy USA Hockey.
If the next game is an MAHA game, sitting out this game will satisfy both 1 game of the suspension and USA Hockey.
If the second game is a Non-MAHA game, the player may play.
Any Non-MAHA game played after satisfying USA Hockey, the player may play.
In the next 4 MAHA games, the player must sit, and a game served form must be filled out to satisfy that the suspension has been served.
Fighting 12AA 1st offense carries a 1-league game suspension.
If the first game after receiving the suspension is a non-MAHA game, the player must sit to satisfy USA Hockey, and a Game Served form must be submitted.
If the next game is an MAHA game, the player must sit out this game and will satisfy both USA Hockey and MAHA, and the game served form must be submitted.
12AA second offense carries a 3-league game suspension
If the first game is a Non-MAHA game, the player must sit and report the game served to satisfy USA Hockey.
If the next game is an MAHA game, sitting out this game will satisfy both the 1 league game of the suspension and USA Hockey.
If the second game is a Non-MAHA game, the player may play.
Any Non-MAHA game played after satisfying USA Hockey, the player may play.
In the next 2 MAHA games, the player must sit, and a game served form must be filled out to satisfy that the suspension has been served.
MATCH penalties.
All MATCH penalties that involve a player or Coach will be handled by the home league’s commissioner(s). MATCH penalties will use USA Hockey’s Standardized Discipline Policy
The exception is any MATCH penalty that includes an official. Any MATCH penalty that involves abuse of an official will be handled by Mike Lichtenberger, Vice President -Protests, Suspensions and Appeals
